This course is mainly for probationers and young practitioners and consists of 6 half- day events.

Building (Planning) Regulations B(P)Rs and the related sections of the Buildings Ordinance (BO), aim at achieving a sustainable environment in Hong Kong for the planning, design and construction of private buildings including projections, heights, site coverage, plot ratio, open spaces, lanes, lighting and ventilation, staircases, fire escapes and access For firefighting and rescue purposes, temporary buildings, hoardings, covered walkways and gantries etc.

To promulgate the application, administration and enforcement the provisions of Building (Planning) Regulations, the Building Authority (BA), as a public authority to approve the building works whether for new building works or alteration & addition works, has issued a number of practice notes, code of practice and design manual on compliance with the requirements, which unarguably play an important role in the building control mechanism.

Participants can understand and update on the control regime for property development through this 6-half-day short course on building control. In this course, the speaker will share his experience and examine the difficulties in interpretation & implication of  Building (Planning) Regulations and related sections of the Buildings Ordinance in a practical manner with the content mainly summarized below:-

  1. Commonly adoptable sections of the BO by BA with the illustration of Wang Fung Terrace (FACV 7/14), the article titled “New building and extension” published in the Surveyors Times Jan 2011, the article titled “Exempted building work” published in the Surveyors Times Sep 2011 and the article titled “Footbridge” published in the Surveyors Times Aug 2012;
  2. Commonly adoptable B(P)Rs by BA with the illustration of Carson Mansion 1994 WL1063375 (Privy Council) & Mei Foo Sun Chuen HCAL 51/2011, the article titled “A Way Out For Development Intensity” published in the Surveyors Times Jun 2011 and the article titled “Lane” published in the Surveyors Times Jul 2011; and
  3. Commonly adoptable sections of Part A – Introduction & Part B – Means of Escape of Fire Safety Code 2011 by BA with the illustration of the article titled “A Few Tricky Queries on Means of Escape” published in the Surveyors Times Jun 2011.
